Apostle Fran is a wife, mother, published author of six books, including the bestselling, "Girl Get a Grip: A Woman's Guide to Surviving Adversity and her latest critically acclaimed book, Woman Shut Your Mouth: Unmasking the Myths and lies about women, submission, silence and subordination in religion and Society. She is the founder and Visionary of OAPN Network (Oasis Apostolic and Prophetic Network) based in Zephyrhills, FL. and Senior Pastor and of Oasis Church Orlando at Zephyrhills. Through the OAPN (pronounced Open) Network, she is Spiritual Mother to many sons and daughters, provides Apostolic covering and oversight to ministries here in the United States, the Philippines and the Fili Islands. Apostle Stubbs' desire is to equip territorial Apostolic leaders in connecting functionally, while facilitating revival and awakening on a global scale. Through the OAPN Network, she provides support in launching many into their respective callings by serving as Apostolic Mother, Mentor and Covering- becoming a sounding board, an avenue of encouragement, accountability, training and ministry collaborations. She accomplishes much of this through the teaching arm of her ministry- Global Leaders University, a Secondary learning Institute which offers biblical, spiritual coaching and teaching to students all over the world. GLU is successfully training and equipping leaders, churches and ministry teams to fulfil the Mantle, Mandate and Mission of Mark 16. She also is an established publishing professional and through her publishing company, Caphar Publishing, she encourages and assists others with getting their personal works in print. Apostle Fran regularly travels nationally and internationally, preaching the Gospel and establishing the Church, holding Leadership training seminars for businesses and churches alike; preaching at many conferences. revivals and crusades. She has appeared on the Impact Network as a guest on the Majesty Now program, Preach the Word World Wide Network and in 2020 she launched her own television station: Oasis Television Network (available on Roku and Firestick streaming devices). Her aim is to bring healing, prepare and make available mature ministry gifts to the Body of Christ, thereby fulfilling he great commission.
